Wuxi Xinyu Cable Wins Contract for 837 km of 10 kV Overhead Insulated Conductors in Heilongjiang

Wuxi Xinyu Cable Co., Ltd. has received a contract award notification from State Grid Heilongjiang Electric Power Co., Ltd. for Package 23 of the 10 kV overhead insulated conductor procurement under State Grid Corporation of China’s 2025 Second Joint Procurement Program for Northeast China.

The contract covers the supply of 837 kilometers of 10 kV overhead insulated conductors. The purchaser is State Grid Heilongjiang Electric Power Co., Ltd., with State Grid Heilongjiang Electric Power Materials Co., Ltd. acting as the procurement agent.

Supporting Overhead Distribution Network Development

Overhead insulated conductors are essential components of medium-voltage distribution networks. Installed on utility poles or towers, they are widely used in the construction and upgrading of urban and rural power distribution lines.

Unlike bare conductors, overhead insulated conductors feature an external insulation layer. This design helps improve line protection and reduce operational risks caused by accidental contact with tree branches, foreign objects, and other external factors.

Because overhead lines remain exposed to the natural environment throughout their service life, their conductors must withstand temperature changes, wind, snow, ice accumulation, and mechanical loads. Stable insulation, mechanical performance, environmental adaptability, and long-term reliability are therefore particularly important.

Meeting the Challenges of Heilongjiang’s Cold Climate

Heilongjiang is located in northeastern China and is the country’s northernmost and highest-latitude province. Its northern and eastern borders face Russia across the Heilongjiang and Ussuri rivers.

The province extends across the cold-temperate and mid-temperate zones and has a continental monsoon climate. One of its  distinctive climatic characteristics is its long and cold winter, which typically lasts five to six months.

Low temperatures, snow, frost, seasonal temperature variations, and potential ice accumulation create demanding conditions for the construction, operation, and maintenance of outdoor distribution networks.

In such an environment, 10 kV overhead insulated conductors are exposed to prolonged cold weather, wind, snow, and repeated temperature cycles. Reliable conductor performance is essential for maintaining safe distribution network operation, dependable winter electricity supply, and stable power services for local communities.

This contract award reflects State Grid’s recognition of Xinyu Cable’s product quality, manufacturing capabilities, quality-management system, and ability to fulfill large-volume supply requirements. It also demonstrates the company’s growing capability to support power grid development in the cold regions of Northeast China.

Ensuring Quality and Reliable Delivery

During project execution, Xinyu Cable will manage raw materials, manufacturing, inspection, packaging, transportation, and delivery coordination in accordance with State Grid’s technical specifications, quality standards, and contractual requirements.

The company will maintain strict quality control throughout the production process to ensure that the supplied conductors meet all applicable project requirements.

Looking ahead, Xinyu Cable will continue to strengthen its development and manufacturing capabilities for overhead insulated conductors and distribution network cables. The company remains committed to providing dependable products and services for urban and rural distribution networks, power infrastructure upgrades, and grid projects in cold-climate regions.
